About

The SHRA Files is a public documentation project and legal advocacy site created by plaintiffs in a federal civil rights lawsuit against the Sacramento Housing and Redevelopment Agency (SHRA). This site was built without institutional support, legal representation, or organizational sponsorship — but with commitment, community, and AI assistance.

We are fighting back against systemic housing discrimination, denial of disability accommodations, and the abandonment of long-term housing policy in Sacramento. Through detailed records, legal filings, and public education, this site seeks to expose how SHRA and related agencies have failed the communities they are supposed to serve.


Who We Are

We are individuals directly impacted by housing discrimination, failed accommodations, and SHRA’s refusal to provide basic due process. We are:

  • Disabled renters denied meaningful assistance
  • Voucher holders left without access to housing
  • Former foster youth navigating a system designed to fail us
  • Advocates who believe the public has a right to know how taxpayer-funded agencies treat the most vulnerable

We are currently representing ourselves in federal court — because no one else would.


Why We Built This Site

We built this site for three reasons:

  1. To tell the truth — in our own voices, without spin or erasure
  2. To document evidence — for the public, the courts, and anyone else affected
  3. To open a door — for others who have faced the same failures to share their stories

With the help of AI tools, open records, and hundreds of hours of our own labor, we have created a living archive of systemic housing failure in Sacramento.


What Comes Next

This project is just the beginning. We are working to:

  • Expand public access to legal tools through a nonprofit initiative
  • Investigate HUD funding patterns, Lanterman Act violations, and redlining in voucher programs
  • Connect with others harmed by SHRA’s practices
  • Advocate for permanent supportive housing, not just case management
